How I found it

Nested session (talks to the real PipeWire). Set output volume to 25% in the app, then ran wpctl set-volume @DEFAULT_AUDIO_SINK@ 0.77. After several seconds the page still showed 25%.

Confidence

High. Reproduced.

Explanation

The page reads state on mount only and never subscribes to changes, so volume keys, the bar OSD or another mixer leave it stale; the next drag jumps from the stale value. Expected: subscribe (pactl subscribe / wireplumber events) or poll while the page is visible. The same pattern likely applies to Power brightness (not verified).
