Found while implementing BSET-85, whose implementer reported fmt --check failing on this file.

Test: cargo fmt --check passes on the file, cargo test --lib commands::power_settings still 7 passed.

Refs BOS-92

cargo fmt --check failed on power_settings.rs on main. The drift is in the three tests I added in PR 87 (BOS-92): long assert lines that rustfmt wraps. This commit is formatting only, 16 insertions and 4 deletions in the test module, no behavior change. Found while implementing BSET-85, whose implementer reported fmt --check failing on this file. Test: cargo fmt --check passes on the file, cargo test --lib commands::power_settings still 7 passed. Refs BOS-92
