Part of ECO-EP1 (see ECO-66).

Requirements

Default Hyprland keybind for breadbug in the JSON-driven keybinds config (editable from bos-settings keybinds editor).
Crash/freeze notification (from bread events) with a "Review report" action that launches breadbug for that app.
Package breadbug for bakery and the [breadway] pacman repo; include in the BOS ISO and skel.
Do not enable any sending by default (consent lives in breadbug and bos-settings).

Acceptance

Fresh BOS install has the keybind and the binary; first run shows consent copy; nothing leaves the machine until the user clicks Send.

Independent review of BOS PR89 head 26557240e6: PASS for the BOS slice only (full evidence in the PR comment). Prior requests 5079 resolved (smoke binary check is an explicit skip, hypridle delta gone and byte-identical to main). Real breadd marker fixture re-run on this head with a built isolated breadd, sandboxed, host daemon untouched. BOS-86 is NOT done and stays in review: bread PR30 packaging plus lockfile pin, bread PR24 freeze watchdog, consent copy, and fresh-install acceptance are all still open. No ISO or release from main until the lockfile pin lands.
