Part of ECO-EP1 (see ECO-66). Depends on the CLI/report builder and the intake endpoint (BUG project).

Requirements

Upload exactly the previewed bytes (hash verified before send; abort if mismatch).
Rotating anonymous install-id (rotation period documented); no account, no stable device identifiers.
Offline queue: if Hestia is unreachable, keep the saved report and retry with backoff. User can view and cancel queued reports. Respect the bos-settings sending toggle.
Server returns a receipt ID plus a deletion token; store locally in report history.
breadbug delete <receipt> calls the server delete endpoint.
Pinned endpoint URL and TLS validation; no redirects to other hosts.
Never sends if the toggle is off.

Acceptance

Integration test against a local intake server: send, queue-on-failure, retry, delete.
