CSS and manifest side of the breadbar control panel and notification polish (breadbar PR on feature/glass-panel-polish).

Control panel: icon slider rows with a value readout and hover knob, power tiles with an armed (confirm) state, flat tray buttons and a collapsible tray toggle, consistent section spacing.
The active output/network row now shows the accent; the window-scoped button { color } rule outranked it.
Default [panel].sections order puts brightness next to volume.
Notification history: repeat-count badge, bottom padding and a scroll fade; larger toast dismiss target.
Bar type scale fixed across builtin themes (16px base, 22px clock digits, 18px plain clock, 13px date, 18px workspace and stat labels), with a 26px minimum workspace-button height. font_size_base still drives the launcher and shared app stylesheet.
Golden CSS snapshots re-blessed.

Verified with bread-capture isolated captures under glass-workbench; bread-theme tests pass (114).
