Delete branch "docs/eco-38-rollout-notes"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Part of ECO-38.
Corrects the dev-deps.sh doc, which still described the DEV_DEPS_DIR-inside-checkout workaround as current; that was superseded by fixing ci/build.sh to mount the checkout's parent directory instead (bread-ecosystem #40). Adds a dedicated section documenting why (the Cargo workspace-field inheritance pitfall found rolling the pattern out to breadbox, a multi-crate workspace) and a short note on the self-hosted runner load observed when merging the wiring into several repos back to back during the rollout, for whoever does the next batch of repos.
Docs-only change, no code.
