Part of BOS-86 (the first-run consent item). Stacked on #30.

• bread_bug::consent::CONSENT_TEXT: the single source of the notice (what is in a report, that personal values are replaced, that you can read it all first, that nothing is sent unless you choose Send, that sending is off by default, that saving to a file is an alternative).
• The CLI shows it once before the first interactive session. Enter acknowledges and records it (consent-shown in the breadbug state dir); q or EOF stops without recording, so it is shown again. Scripted use (--dry-run, --save, --send, --app, any subcommand) never shows it.
• docs/breadbug.md now points at the constant instead of carrying a second copy of the text.

Tests: shown once then not again; quitting does nothing and shows it again next time; scripted use never shows it; EOF is a clean stop. All earlier interactive tests pre-acknowledge it. clippy clean.

GUI, bos-settings and breadhelp show. The CLI displays it before the first
interactive session (Enter records it, q stops without recording); scripted
use (--dry-run, --save, --send, --app, subcommands) never shows it.
