Command palette, notification panel, issue drawer, and toast all pop in/out instantly with no transition. Add small, consistent Svelte transitions (fade/slide) across all four so the UI feels considered rather than abrupt. Keep it subtle — no more than ~120-150ms, matching the "sub-100ms feel" philosophy (transitions should feel snappy, not decorative).
