Repairing RAM-1..33 hit a false ambiguity: every implemented card has a linked pull-request mirror with the same title, and the import matcher treated those PR cards as competing issue cards.

Markdown imports only create issues, so repair now matches issue-type cards only. PR cards keep their own Forgejo link and are never considered as import targets.

Found during the authorized live RAM-1..33 repair attempt: breadboard import --project RAM --repair --dry-run refused with multiple existing cards match ... even though each title had exactly one issue card.
