Breadboard already had a cross-project Cycle concept (full backend +
CLI) but no way to use it from the web UI at all. Adds:
- a Cycle selector in IssueDrawer (was entirely missing)
- a Cycles & releases section in Settings: create, and close/reopen
- once a cycle closes, its done issues drop off the default
  board/backlog view (store.filtered) instead of piling up forever —
  still reachable via the existing header cycle filter
