Part of BUG-EP1, implements breadboard issue BUG-19 (feature request intake and listing). Stacked on the BUG-18 branch.

Accepts report_type request on POST /v1/reports with required title, want (what is requested) and notes (why it matters). Requests group by fuzzy text like manual reports, stay distinct by kind, and score as behavior in triage. Requests never auto become Breadboard issues.

Verified: cargo test (all suites green, 3 new tests), cargo clippy with -D warnings clean, cargo fmt clean.

Accept report_type request on the existing intake endpoint with a
required title, a want field for what is requested, and notes for
why it matters. Requests feed the fuzzy text signal and group like
manual reports, score as behavior in triage, and stay distinct by
kind so the inbox can filter them. Automatic reports and manual
reports may not set want.
fix: group manual and request reports by text, never by a crash fingerprint

Address review on the request intake slice:
- fingerprint() now returns None unless the report is an automatic crash
  or freeze, so a manual report or feature request carrying the same panic
  frames can never be absorbed into a crash cluster (and the reverse), in
  both live assignment and refingerprint_all
- the triage inbox gains a kind filter, so requests can be listed without
  bugs or crashes (and vice versa)
- tests: cross-kind same-panic separation, request kind filtering, request
  resend idempotency, delete-by-token and hostile text quarantine
