Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Part of BUG-EP1, implements breadboard issue BUG-22 (user facing development progress model). Stacked on the BUG-21 branch.
The hourly board sync now caches each promoted cluster's workflow status, and the public status endpoint exposes it as a coarse progress stage (accepted, in_development, in_review, completed, declined, deferred). Cluster verdicts take precedence, unlinked reports carry no progress field, and no board internals leak. Release targeting stays out of this field for BUG-23.
Verified: cargo test (all suites green, 3 new tests), cargo clippy with -D warnings clean, cargo fmt clean.
