Part of BUG-EP1, implements breadboard issue BUG-18 (manual bug report intake and storage).

Accepts report_type manual on POST /v1/reports with a required short title and a description in notes. Titles pass through rescrub and quarantine, feed the fuzzy text signal, and become the cluster title so similar manual reports group. Automatic reports may not set a title. Manual clusters score as behavior in triage.

Verified: cargo test (all suites green, 5 new tests), cargo clippy with -D warnings clean, cargo fmt clean.

become the cluster title so similar manual reports group together.

Address review on the manual intake slice:
- the report schema gains optional diagnostics_reference and
  screenshot_reference plus a consent flag; a reference without consent
  is rejected, so the optional-upload contract is modelled rather than
  relying on unknown fields being refused
- the triage inbox gains a kind filter, so manual reports can be listed
  apart from automatic crashes and freezes
- tests: consent and reference contract, manual rate limit with
  Retry-After, delete-by-token, retention, and the kind filter with mixed
  automatic and manual submissions
