Part of ECO-38. The dev-release run after the ECO-38 wiring merged failed after 4m41s with no diagnosable cause via the Forgejo API (no log endpoint). Retriggering with an empty commit to confirm this was transient runner contention (many repos' dev-release ran back to back during the rollout).

Previous dev-release run failed quickly with no diagnosable cause via
the Forgejo API; local reproduction of the exact same dev-deps.sh and
build commands succeeded cleanly. Retriggering to confirm this was
transient runner contention from the burst of first-time dev-release
runs during the ECO-38 rollout.
