web: settings makeover, drop header emoji, cap the Done column

f2c38415bd

- remove the emoji brand mark from the header (feedback: didn't work)
- redesign Settings: each section is a real card panel, add-forms get
  a distinct grouped treatment with the primary button style, and
  enabled/disabled/archived become colored pill badges instead of
  just dimming the row; notification checkboxes become toggle switches
- Board: issues never leave "done," so that column grew without bound.
  Cap it to the most recent 20 (already sorted newest-first), keep the
  header count accurate, and add a "+N more · view in Backlog" link
  for the rest
