When the broadcast receiver reports lag, end the SSE response so EventSource reconnects and clients can resync from a fresh snapshot. Document the reconnect behavior and cover lag termination with a focused regression test.

Verified with cargo test --workspace, cargo clippy --workspace --all-targets -- -D warnings, and cargo run -p xtask -- check-docs. The frontend build was not run because this isolated worktree has no npm dependencies.
