Parses Forgejo/GitHub closing keywords ("Closes #4", "Fixes #4, #5")
from a synced PR's body and creates closes/closed-by links between
the PR and the issue(s) it references, instead of the board showing
two seemingly-unrelated cards for one piece of work. Re-parsed on
every sync of the PR (not just import), idempotent. Card shows a
small link line, IssueDrawer shows clickable link chips.
