Follow-up to the closes/closed-by linking — showing a small connection
between two still-separate cards wasn't enough; collapse them into one.
A PR with a closes link no longer gets its own card (store.filtered
hides it, so both Board and Backlog benefit); its open/merged state
surfaces as a small badge on the issue's card instead. The PR's own
drawer is still reachable via the closed-by link chip.
